In-state tuition eligibility
DACA students and students with other immigrant status may be eligible for in-state tuition. In-state and out-of-state tuition rates are determined by the university registrar’s office, which consults SCHEV guidelines. To qualify for statehood, an individual (or the parent, legal guardian, or spouse providing financial support) must demonstrate that he or she resides in Virginia and intends to remain in Virginia indefinitely to establish a domicile to settle in Virginia, and then residence in Virginia for at least 12 months prior to the first day of classes. Under special circumstances, Virginia’s domicile code allows us to consider a dependent student’s domicile separately from that of the parents, if applicable. Under current SCHEV guidelines, undocumented students cannot establish domicile in Virginia. Any questions regarding the suitability of a place of residence should be directed to the registration office at [email protected] or 757-221-2800.
For those who are not eligible to complete the FAFSA
The Virginia Alternative State Aid (VASA) is intended for use by aid applicants who are nonimmigrants, undocumented, in DACA status, or otherwise ineligible to file the FAFSA and wish to qualify for state aid or W&M needs-based assistance programs. The form is not used to determine place of residence, but only for support liability. The process for determining domicile remains the same from the registration office.
